Phase III Prologue

To all interested in participating in Phase III of the U.S. GLOBEC Georges Bank Program

At the end of the open meeting for discussion of the Phase III research program (which was held 3 and 4 November 1997), the meeting participants agreed that a Prologue should be prepared to describe the program as a whole, to make a brief accounting of the work accomplished to date, and to outline the overall goals for the work to be done in Phase III. A volunteer writing committee was formed consisting of Robert Beardsley, Ted Durbin, Scott Gallager, David Mountain, Cisco Werner, and Peter Wiebe. The prologue was completed last week and distributed to the Executive Committee of the Georges Bank Program for review before being distributed.

This prologue is intended to be a preface to individual proposals that are being sent to NSF/NOAA in response to the Announcement of Opportunity for the Phase III research on Georges Bank which has a deadline of 15 December 1997 for submission of proposals. Phil Taylor, our NSF program manager, has agreed that the prologue (not to exceed 3 pages in length - it is less than 3 pages in 10-point Times New Roman font) could be added to the proposals and not be counted against the 15 page limit for the project description. He has requested that the prologue appear right after the proposal's table of contents . You may choose to have this portion of the text printed on colored paper to distinguish it from the rest of the text. There is no requirement that the prologue be used.
