Annual Report of the U.S. GLOBEC National Coordinating Office at Rutgers (OCE-0342787) 3 January 2004 Introduction The national coordinating office of the U.S. GLOBEC program was established at the Institute of Marine and Coastal Sciences, Rutgers University, effective 1 September 2003 under award OCE-0342787. The goal of the U.S. GLOBEC program is to understand the potential impacts of climate change on ocean ecosystems. U.S. GLOBEC has developed into a multi-regional program with studies in the Georges Bank/Northwest Atlantic region, the California Current off Oregon and northern California, the Coastal Gulf of Alaska, and the Southern Ocean. These study sites have been specifically chosen to afford opportunities to examine the potential impacts of climate change on key physical processes affecting marine populations and ecosystems. Within each region, target species have been selected for their ecological importance, their likely sensitivity to climate change, and (for some) their economic importance. The National Coordinating Office at Rutgers (NCOR) provides support for the Scientific Steering Committee (SSC) which is responsible for scientific planning and review for U.S. GLOBEC. As U.S. GLOBEC has developed into an operational multi-regional program, the emphasis of the Scientific Steering Committee has shifted from scientific planning for the local field programs to an emphasis on coordination and planning for synthesis, comparative studies, and for integration within and between regional studies. The Scientific Steering Committee has the final responsibility for scientific review of all implementation plans, GLOBEC reports, and announcements of opportunity for individual GLOBEC study components. The SSC is an elected body with nominees provided by standing members of the committee and by nomination from the scientific community. The chairperson of the SSC is elected from among the SSC membership. An appointed Executive Committee serves as an initial filter for decisions concerning the program. The membership of the SSC is drawn to provide a regional, institutional (academic, government, private) and disciplinary balance. The chairs of the regional U.S. GLOBEC programs in the Georges Bank/Northwest Atlantic, the Northeast Pacific, and the Southern Ocean serve as ex-officio members and are the principal communication link between the SSC and the regional U.S. GLOBEC steering committees. The U.S. GLOBEC Data Management Office has responsibility for serving data for each of regional GLOBEC programs from a central hub at the Woods Hole Oceanographic Institution. This effort continues to be directed by Dr. Peter Wiebe and Mr. Robert Groman under OCE-0095069. Project Activities The SSC Chair and coordinating office staff (Ms. Linda Lagle, Ms. Madeline Gazzale) plan and execute twice-annual meetings of the SSC, facilitate workshops and special GLOBEC meetings, and foster communication with the broader scientific community by serving as an outlet for GLOBEC results through its website, newsletters and GLOBEC reports. The NCOR staff is responsible for advance mailings of supporting information for meetings, contracting with meeting facilities and providing on-site logistical support during SSC meetings, assisting in making travel arrangements for the SSC, preparation and dissemination of meeting minutes, and follow-through on action items specified during SSC meetings. An important intercessional activity are elections, typically held prior to the Spring meeting each year, for new SSC members. During the past year, NCOR staff planned and conducted two meetings of the U.S. GLOBEC SSC. Each two-day meeting of the SSC was preceded by a meeting of the U.S. GLOBEC Executive Committee. The coordinating office organized meetings at the Scripps Institution of Oceanography (La Jolla, CA; 5-7 May 2004) and at the National Center for Atmospheric Research (Boulder, CO; 3-5 November 2004). Agendas for the two meetings are provided in Appendix I. These meetings addressed important issues, notably: the refurbishment of the SSC Standing Committee structures; review, modification and approval of the Georges bank and Northeast Pacific Announcements of Opportunity; and overall planning for the U.S. GLOBEC synthesis effort, including the addition of new SSC members who can successfully guide it. Membership A total of nine SSC members were either newly appointed, or re-appointed for a second term, in 2004 (Appendix II). The new and continuing members were chosen for their expertise in areas crucial to GLOBEC synthesis and modeling phase, including: climate system dynamics and ocean/ecosystem response, trophic structure (lower trophics, fish, marine mammals and birds), data assimilation, and ecosystem management. Standing Committees The SSC instituted several new Standing Committees to discuss and to guide key components of the synthesis program. In addition to the continuing Standing (Executive) Committees for the three regional programs, we now have the following new Standing Committees (Chair indicated in parentheses): Pan-regional synthesis (Fogarty) National conferences (Haidvogel) Data management (Wiebe) Books (TBA) Quantitative skill assessment (McGillicuddy) Ecosystems approaches to management (Murawski) The first of these is charged with the important task of preparing the U.S. GLOBEC Synthesis Implementation Plan, a first draft of which should be available in January 2005. Communication and Outreach The U.S. GLOBEC web site continues to be a major vehicle for dissemination of information about the program. The site provides a broad overview of the program, on the individual regional programs in the Northwest Atlantic, the Northeast Pacific, the Southern Ocean, and links to sites for these programs. The website is available at http://www.usglobec.org. GLOBEC Reports and Newsletters are available in PDF format for downloading from the web. In 2004, responsibility for the upkeep and evolution of the U.S. GLOBEC web site was transferred to NCOR. The web site team is Haidvogel, Lagle, and Mr. David Robertson (web programmer). As a result of a review of the web site, and of discussions among the web site team and the SSC, several new web site features are being implemented. These include: A new publications database incorporating a search engine. A central, on-line directory of GLOBEC scientists and staff. A new "spotlight" section featuring brief bios highlighting GLOBEC scientists is under development. This will be geared toward the general public rather than the research community. An overall re-design and re-organization of information for facilitation of access. The new format is presently under development.   International Coordination and Cooperation The Chair of the International GLOBEC SSC (Dr. Cisco Werner) attended all meetings of the SSC and its Executive Committee in 2004, and presented overviews of GLOBEC activities at the international level. In addition, the national coordinating office continues to foster collaboration with other national and international programs. Reciprocal arrangements with the following U.S. national programs for information exchange and communication were established or continued: CoOP, PNCERS, EVOS Trustee Council, and CLIVAR. NCOR helped to plan and to propose an international workshop to bring researchers and ecosystem managers together to consider the next steps in North Atlantic ocean-basin scale analysis, integration, synthesis, and modeling of biological, chemical, and physical oceanographic data sets. This workshop, to be held in Iceland in March 2005, is intended to lay the foundation for the integration and synthesis of data resulting from major oceanographic research programs, including GLOBEC programs in the USA, Canada, UK, and EU-funded programs, including TASC, ICOS, and others. The SSC Chair attended the International Workshop on Forecasting and Data Assimilation in the Beguela and Comparable Systems (Cape Town, November, 2004) and presented a plenary talk on multi-scale, integrated modeling systems in use for interdisciplinary studies within (e.g.) U.S. GLOBEC. Papers (U.S. GLOBEC contribution numbers) The U.S. GLOBEC program assigned contribution numbers to 82 manuscripts in calendar year 2004 (contributions numbers 421 through 502, inclusive). We are presently considering if, and how, to revamp the contribution number process to expedite assignment of numbers, and to facilitate the tracking of manuscripts and their status once contribution numbers have been assigned.
