Convert a Fuzzy Logic Toolbox Version 1.0 FIS matrix to a Version 2.0 FIS structure

Syntax 

fis_new=convertfis(fis_old)

Description

convertfis takes a Version 1.0 FIS matrix and converts it to a Version 2.0 structure.
